It really comes down to the fact that Halliday is apparently willing to sign at a discount and soon whereas Lee will do neither. Nowadays just knowing which agent is handling each guy will often tell you how protracted the negotiations will be and I think Halliday has let the Phils that is where he wants to be and Lee has made it clear he wants top dollar.
