I know you said general rule, but I still disagree. Now if you said that was for starting pitchers I might go along, but I've seen numerous DI's (yes even some of the upper echelon ) that had a many pitchers in the 82-89 range. You can play DI throwing mid 80's.
BTW, I totally agree with infielddad.
