Congress issue is MLB knew they had a problem and did nothing to fix it. It took a SI article, Blaco and Canseco book to get MLB to do anything and even with all the attentionl There new policy is still a joke.

You want anything done, have the MLB fan base all write and call the Bud Selig and say unless you put in place tough drug policy they will not attend any MLB games. Hit them in the pocket book. The only thing they understand
