Can a pitcher throw to the 1Bman in an attempt to pick off a base runner or does he have to throw to the base?

During our H.S. game last night our 1Bman was a good 6 or 7 feet from the bag when our pitcher threw over to him in an attempt to pick off the runner. The umpire called him for a balk. Was this the right call?

Is there a situation where a pitcher can throw to a fielder instead of a base in an attempt to pick off a base runner?
