I think it depends more upon the student. i.e. a kid taking remedial classes in year 1 will still be able to find transferable classes in year 3. A kid that changes his mind on major after year 1 will also find classes he can use in year 3. A good student that doesn't change his major will have trouble filling out a useful class schedule in year 3.
