Yes, this is normal & does mean something. The colleges are allowed to give a maximum of 3 general seating tickets to any school event. This invitation says that this college has an interest in your son and he is on their list of players to follow this year. It's a good sign and your son should be congratulated!

Not to be taken as a guarantee of a future offer, but as a definite sign of interest.
