The use of lottery money for secondary education just happens to benefit athletic programs like those in the state of Georgia. The money is not targeted to benefit athletic programs directly. You have to attend a state school, and have a 3.0 GPA. You don't meet either, you get nothing. If there was such an advantage, how come Georgia never won a National Championship while Coach Polk was at Georgia and now Perno. It may indeed be helping the DII and JUCOs though.
