FWIW - Most scoring issues are actually covered by the OBR.

In this case it is 10.09 (e) 2. The definition also includes running catches by outfielders and infielders.

The correct ruling as described is SF/ RBI and E9 for reaching. The only issue is if in the judgement of the scorer the runner scores on the catch.
