At the college camps, of course the college scouts from the hosting school would be there. Camp brochures will usually also list who was in attendance. If not sure, contact them and ask.

You can use his hitting coach as a reference but it is only going to mean something to the college coaches that know him. Thus, ask the hitting coach which college coaches he personally knows and use him as a reference only for those coaches.
And how can I find a local scout to evaluate him or should I just wait until summer ball and let things run their course? Same answer as hitting coach above. If people don't know him, then putting his name down as a reference is not going to mean anything. People know PG so their evaluation will mean something to every recruiter in the country.
