should the arm be relaxed or contracted when throwing?

I wonder about this one. obviously I'm talking about when you start accelerating just before the cocking phase and not the arm swing. 

I read that it should be relaxed and loose so that you have better flexibility and use the arm more like a passive whip, moved by the body. 

but I also read that muscles of the forearm can protect the elbow and for that they would need to be contracted. 

So what is better?
