And some play with a combination of rule books.
American Legion, for example, uses OBR but also employs the force play slide rule from NFHS.
Another league uses NFHS DH rule that allows DH to bat for any player but uses the OBR part that says
player being DH'd for is not locked into the spot where the DH is in the batting order. Major headache.
