Reply to "Suspended game?! What is the ruling"

Why would this be a "suspended game"? And not a regulation game if it went past 5 innings, unless it was tied after the last complete inning? And then unless it was a play-off and needed to be completed, would it not still be a regulation game? 4.2.3a
