At our LL we have guys in "Yellow hats" that mingle within the confines of the facility, and everyone is aware of their presence. It sounds like cop on a beat, but, the parents know that not only do they manage the crowds, they are knowledgable to the point of being able to pull a young umpire to the side between innings and help them out. Besides that we are all first aid trained, shag balls, help coach if a team is short a coach, sell raffle tickets, answer questions, give directions, and groom fields. It's funny that that loud fan is very quiet when there is a league presence on fan side of the fence. Bottom line, the "Yellow hats" main goal is to make sure everyone has a good time and they leave the complex talking about the good things rather than ragging about the bad.
