Throwing a heavy ball....

My son was just told he throws a heavy ball. Can you explain this and is it good? His velo is pretty slow.. He's never really pitched but an inning here and there to relieve our main pitcher but hitters had a hard time hitting him. We thought it was because he was so so slow....that they would either foul out or ground out...is that because the "heavy ball" sensation? How does this occur and is this something we need to further investigate and try to develop? He did break his arm several years ago and we wondered if that changed the way he threw the ball.
