1. Assignments are decided well before the games.

2. This isn't like college football, where officials are generally in one conference. Most work at least three D1 conferences--if you were to say that a CWS official can't have worked in either team's conference, you eliminate a significant number of officials, particularly if the teams are geographically separated.
