Different take by USA Baseball and their Pitch Smart guidelines. Their recommendation for high school age pitchers is no more than 100 IP in a year and no more than 3,000 pitches in a year.

That’s a 30 pitch per inning average....doubt a kid would get the chance to pitch 100 innings if he was averaging 30 pitches per inning.....
