TR, What do you base your opinion on? Have you actually been there? Since Katrina?

Texan is correct. I've been there. It is BAD! REALLY BAD! They called BACK the National Guard to patrol. I'm going back in May...strapped. Almost the entire professional community has fled. The health care system is in shambles. If you go, don't get sick. NOLA was always a tough, nasty town. It is a mess now.
