NYC, Chicago, LA, Houston are big cities with the majority of the city relatively safe and "bad parts" well defined. NO was never a big city like those others. It now has about 200,000 people, down from over a half million within an economic depression by definition, with crime, lack of shelter and basic medical care the biggest probems.
