It's an issue because under state law and rules passed by the UC Board of Regents, California public colleges and universities are prohibited from this behavior. Not to say it doesn't happen, but every employee of UCLA admin knows of these rules and those responsible for this scheme willfully violated them.

Their AD is already unpopular with alumni - this might be an opportunity to show him the door.
