Reply to "What mechanical traits help with command?"

I'm very interested in this topic, but thought maybe the term "command" should be defined. I expect most folks that have been around for awhile probably have very similar definitions and/or examples of command, however I am not 100% I fully understand the term beyond a rather generic definition. Is it as simple as hitting your spots?
