Great advice already. IMO...it all depends on his goals. As you have already experienced, attending tournaments/showcases can be a crap shoot for a variety of reasons. It sounds like your son is right on the cusp of being on radar of some quality programs. In our experience and also being familiar with the path of multiple local pitchers...consistent fastball velo or sitting 88+ is going to open a lot of doors! Sitting 86 and touching 87-88 is going to draw interest but the higher level teams are going to wait until he gets to that 88+ number. However, with that said, there are definitely going to be programs out there that are willing to take a risk based on projectability, athleticism, etc. As long as you take the time to carefully measure risk/reward with some of these baseball opportunities, you are going to be doing right by your son. Also good to note that even when you do your best to make the right decision, there will be times when you look back and second guess. At least that is our experience and seems to be the experience of many on this board.
