As far as I am aware (I could be wrong), D1 rules prohibit anyone to try out on their campus. Not sure of off campus.
It's best to contact schools (not just D1) the player is interested in, now. Actually the player should have been in contact with schools when he entered the JUCO program. The next signing period is in April.
It is also a good time to talk to the JUCO coach regarding future plans and how he can help in the process.
