When to apply to committed school

2020 is verbally committed. He's not going to an HA D3 (I know there are special considerations with that). Is there any reason not to apply as soon as we can? Do we wait for the NLI just to be certain? I know the Common App becomes available 8/1. My son would likely need some letters of recommendation from a GC or teacher so we'd have to wait until at least the school year started.

I'm bad at procrastinating ;-).
