Usually I agree with TR, however, I think you report a Coach when he puts kids in danger or they do something that is harmful to players. e.g. Telling a kid to intentionally hit a kid with a pitch. Drunk on the field, etc.

But words from another dugout are neither. This Coach will get a reputation for being a jerk, which is far more damaging in the long run than you reporting him.
