The coach will either change his ways or he will be gone in due time. There's nothing wrong with you reporting him if you feel it is the right thing to do. Might make a difference the next time he makes a fool out of himself. Don't expect your report to get anything done immediately.
When I coached I had a parent report me to the AD and president of the college. The complaint was that I was teaching our players to cheat! Had to do with the fake bunt and steal! The cheating was trying to blind the catcher for a second with the barrell of the bat before drawing it back.
