It sounds like there are a lot of folks out there who would be able to share their similar experience along with some advice for how to handle it.

Just understand that, as unfortunate as it may be, it is part of the culture with some schools/coaches.  The player needs to not take it personally.  He should continue with the process of pursuing all schools on his list (including the one that didn't call back) until he has achieved the goal and landed a good spot.  His position on that particular school's board may or may not change so no reason to rule them out but assume for now that he is not in the top slot on their board.

It's like a job interview.  He may be very well qualified and would perform great if given the job but at the moment, the employer is sitting down with someone with a shinier resume.  That other candidate may or may not take the  job.  Your player resume may improve between now and hiring day and he becomes the shiny one.
