texdex is correct. Until the relief pitcher actually enters the game, the pitcher who pitched the previous inning is the pitcher of record. So, if the relief pitcher enters the game in the 9th with a lead, he gets the save, the pitcher who completed the 8th inning gets the win.

In other words, the pitcher who pitched the 9th was not officially in the game when the team took the lead, so he can't be credited with the win. Hope that makes sense.
