This all sounds very familiar .

Someone who likes to pretend himself as representing an organization he has nothing to do with . Has tried it here on this site many times in the past . The names he is using in this instance are all ficticous .

It is unlikely he will ever see any of his antics --such as this one --all the way thru because if he did he would have to reveal his true identity .
