Not to shoot holes in your data, as it is usually pretty good. But in this case your numbers on Dominican players on college rosters is really on the low side. Dominican players populate JuCo rosters from coast to coast. They are willing to play almost anywhere and JuCo locations that are hard to recruit to depend on them as a crutch. There were close to 20 Dominican players on the 2019 roster at Western Oklahoma State College in NJCAA Region 2. The majority of JuCo rosters have a least  one Dominican player on them. There are 400 D1& D2 JuCos (that can offer scholarships) so I would estimate that you would find at least 300 Dominican players on JuCo rosters, if you were able to get accurate information - which you often can’t.  Western Oklahoma roster only lists player name, number, positions. No info on where players are from. You can draw your own conclusions about that.

I understand, this is always the case with JUCO information. Are they from Dominican Republic or Puerto Rico?

Here are a couple of points:

1 - The demographics are only for freshman, otherwise the estimate is 214.

Note, Collegebaseballinsights does not impute data it can't verify. E.g - Western Oklahoma website lacks certain information, secondly many of these players you will not find on Perfect Game or Prep Baseball Report, thus those specific players would be flagged as 'UNK'.
