The bb June draft is one of the ways a team builds its future, and fields their minor league affiliated teams. They all pick, but some withdraw during the last few rounds.
Are you confused with the rule 5 draft which occurs each Dec, some teams do not participate.

I think he's asking how many teams had at least one round during the draft when they passed on taking a player. Looking at the 2009 draft, it looks like every team took a player in every round (that's at a quick glance rather than an in depth study). But it looks like there were 30 players chosen in each of the last rounds.
Your right. I didn't phrase that right. Several years ago I thought I saw where several teams stopped selecting players during the later rounds. I don't think they are required to pick 50 players. I thought that was one of the reasons why the draft was shortened to 50 rounds.
I believe the draft used to go until all teams stopped drafting players, so conceivably it could go on forever.
