I have a baseball recruiting question for you. Rule says coaches can’t contact players until June 15th after sophomore year. But I see some 9th and 10th graders committing to schools. Can you please explain this to me. I’m confused.

Players can contact coaches, regardless of age/grade. If a coach is interested in a player, he gives his number to a third party (usually travel coach) and asks for the kid to call.
To clarify, June 15 is the date for NCAA Division II sports. For Division I, it's Sept. 1 of the junior year except that recruits can place calls to Division I coaches at any time. So, as Go44Dad mentioned, word gets to the recruit and then they call the coach rather than waiting to get a call from the coach.
