In the hierarchy of MLB scouting operations, is it not always true that area scout is a position of relative authority? Doesn't the area scout oversee the associate scouts in a region, and have significant influence over decisions about draftees and free agent signings in the region?

Yes, to all! He is the supervisor of scouting for his club in a certain territory. Works closely with Crosscheckers and everyone reports to the Scouting Director who makes all the final decisions regarding the draft. Regarding FA signing, the process would include others, might include pro scouting division, minor league coordinator, etc. however, in most cases everything starts with the Area Scout.

I think that information can be found in the Baseball America Directory that is published every year about mid-March, and costs about $30. You can buy the 2013 Directory on Amazon.com for less, about $22.
