Batter not avoiding a pitch

Last night while watching a game the count was 2-2. Next pitch hits the batter, ump rules he took the hit intentionally. I thought that would automatically be considered strike 3 but the ump called it a ball and the count was 3-2. Was this the correct ruling?

If the pitch is in the strike zone the umpire should call it a strike, but if it is not in the strike zone then the umpire must call it a ball, and a dead ball that no baserunners can advance on.
