This is an older article, The Teen Brain: It's Just Not Grown Up Yet, but it's a good read for anyone facing the 'which college?' question.

Teen frontal lobes are not fully developed. This effects their judgment, and insight.

quote:
teenagers often seem so maddeningly self-centered. "You think of them as these surly, rude, selfish people," Jensen says. "Well, actually, that's the developmental stage they're at. They aren't yet at that place where they're thinking about — or capable, necessarily, of thinking about the effects of their behavior on other people. That requires insight."

And insight requires — that's right — a fully connected frontal lobe.

And another article on the same topic
quote:
Just because they're physically mature, they may not appreciate the consequences or weigh information the same way as adults do. So we may be mistaken if we think that [although] somebody looks physically mature, their brain may in fact not be mature,

When an older person goes through dementia, their brain goes into reverse, and one of the first stages is to revert to a teen-like brain, with reduced judgment.
