Are there any circumstances under which an NCAA D1 school could give a 2018 free admission to a baseball camp?

I would think if they know of him and really want to get him on campus they might offer to waive the camp fee. It can't hurt to ask.
I have heard they cannot do this but I am NO expert. I believe it falls into the category of "gifts" and again from what I understand that is not allowed.

No. I think that's covered in section 13.12.1.7 of the current manual. Basically, any discounts (e.g. 50% off when attending 1 day of a 2 day camp) must be available to everyone and must be published.
I have heard of sponsorship through third parties, but be advised, they cannot have any ties to the school, i.e. Alumni, employment, past employment, contractor, supplier of any kind.
Its best to pay for it and move on.
Just to be clear — a kid at a camp told my son the school was giving him the camp for free. My feeling was that that would be against the rules. My guess is it was a kid trying to make himself sound important and probably didn't happen, but it did make me curious as to whether my feeling was right. And since I'm no expert either, I thought I'd ask.
I have no intention of raising the issue with the family or the school. Just curious.

That would be a clear violation of NCAA rules. You're probably correct that it was a kid bragging.

Interesting. I learned something new as well. I was present when a D2 HC told son they would like him to come to a second camp free of charge .. they wanted another look. Does D2 have different guidelines? It wouldn't totally surprise me if this particular school did something a bit sideways of the rules.
It is an NCAA violation, however one of the things we did when my son was recruiting was ask if he could come in for one half of the camp for a discount. First it saves you some money and it also determines if they are really interested in you. My son had two camps where he came in for 1/2 of the camp, one was for a 1 day camp, he came in and pitched a couple of innings and then got a couple of AB's and left. The other was a two day camp and he just came in for the one day and left.
Same basic rule in the D2 manual. Have they asked for a medical exam? If so, that might actually be a one time tryout. Or they may be planning a camp that's free for everyone? I have seen camps that get announced to the public at the last minute because the school actually only what's a few pre-selected kids to show up.
