College Schedules for Spring 2011

I noticed there are some college schedules already posted for some schools starting in Feb 2011 on some websites & blogs. Does the AD or the Head Coach make the schedule? Typically when do most D1 teams post their schedules? I understand most conference games are mostly predetermined, but I'm really curious how it all works.

It is not as complicated as you think.

Two coaches agree on a date to play (out of conference games of course). Sometimes Team A pays for Team B expenses. An agreement is reached, a contract is signed, and games are played.
