Bases loaded in the top of the ninth with one out in the Cape Cod Collegiate League All Star Game and batter hits pop up behind second. Umpire calls "infield fly"---second baseman drops ball(muffs it) and all runners attempt to advance. Second baseman picks up ball and tosses to SS who tags second base before runner from first reaches second. Umpire calls him out. Manager claims there is NO force at second and that runner had to be tagged out and also that runner advancing to home from third should have scored. Umps say no and end the inning. Wrong or right?
