I thought I saw that the standard was 1.00 for WHIP, but not sure.

IMO, it would be impossible to have that type of standard for HS.  The range in level of play is FAR too wide.  For example, in our area, there are two decent leagues and one "lesser" league.  It is not uncommon to see hitters hitting over .500 in the lesser league that would be pressed to earn a starting spot with some of the teams in the better leagues.  Similarly, there are pitchers with a very high K rate and dominate in the lesser league that would struggle to get through the lineup against some of the teams...  When County awards come out, often the best numbers are with guys in the lesser league because a skilled player will find it so much easier to put up those numbers against weak competition.  It's kind of a joke when they get lumped together.

That said, I am aware that MaxPreps and possibly others still attempt to list some categories.

On top of that, how do you specifically define "elite" in this context?  Generally, a HS ERA below 2 and a WHIP below 1 is very good.  But be aware of the relative competition?
