Really exit velocity off the tee isn't very smart (would be much better to get a read of a reasonably fast machine) but if you have to do it try to get the highest read possible even if you have to Wind up like a pitcher.

That is similar to those pop time measurements of catchers, everyone is cheating and that doesn't really translate to game mechanics but you don't get an award for fair play.

Pop times are easily manipulated in a showcase format in all the ways he described. Didn't sound like he was specifically calling your son a cheater. To each their own- this stuff gets crazy competitive crazy fast. AC, Jupiter, senior year....it's all come and slapped us in the face. Old lady here and even I can see when they're jumping ahead so time will be lower, so surely the coaches & scouts can discern better than me.

Never did PG, but JUCO route, local KC jucos, and some earlier PBR showcases my son did, were all off a tee.  The coaches had told the guys going in - line drives, right at the gun, will get you the best reading.  I can tell you this seemed to be true, as I watched a kid with a 95+ velo on PBR get up there, get underneath all of them, and recorded an 83 at the event.  My son said almost every guy was getting up there and crushing it, getting underneath it, not breaking 90.  My 2025 and tow other guys out of 70+ broke 90, all three hitting line drives at the gun the guy was holding.  I know that the coaches know better, and dont put lots of value into these numbers as far as just pure exit velo, but if you do want the highest number next to your kids name...there is a trick to it.

The key for best velo off a tee is to do both. Wind up & crush the ball as hard as you can, but hit it as a line drive toward the radar gun.

My son's travel team facility has a fixed radar gun with a net in front, periodically he ends his hitting sessions by hitting off a tee in front of it & learned how to get the highest readings. His best velo off the tee is 3mph higher than his reported PBR velo off BP.
