I talked to a coach at a small school in nebraska recently and he told me they have a program depending on where the prspect stands in his high school class, gpa, and sat scores he can get in state tuition rates even though the student athelete lives in a diffent state. does every school have this or is it just something this particular school has?

My experience is that getting an in-state tuition rate is truly dependent on the school. It really varies. All this is aside from the arrangements that neighboring states have with each other.

For example: One school we found will give an in-state rate for 2 years if you transfer in an Assoc. degree and remain in good academic standing. (and it's called a scholarship)

Check one by one, each school on their websites. It's time consuming, but can save you a ton of cash.
