I notice that many NAIA rosters in the midwest and Plains states are loaded with Calif. JC transfers but most DII schools in the same region have very few. I'm pretty sure I know the primary reason/s but want to check in with the panel...

Thanks bballman. I'm referring specifically to transfers from California. Far more NAIA's (at least in the regions I noted) bring kids in from out-of-state, notably Calif., as compared to D2's.
NAIA from what I believe are not NCAA. It is easier to get them into the NAIA as far as grades and academics. Also the NAIA often have more money. Correct me if I am wrong.

That's correct, NAIA's have 12 Scholarships and usually some academic money to go with it. My son had DIII and NAIA offers, with NAIA money giving those schools an edge. DIII does not offer athletic money.
Yes and many California JC coaches have connections built up over the years so it tends to feed on itself so it has become a mini pipeline.
