FYI, there is frequently confusion over the rules on JUCO's and summer ball. The NCAA has explained to the Valley League the following:

JUCO players cannot play for a summer team that has any D I or D II coaches on its staff. Period. Even if a JUCO player has finished his second year and been accepted at a 4 year school, in the eyes of the NCAA he is still a JUCO until he has been accepted and started classes. One prominent league apparently had coaches sign agreements not to try to recruit JUCO's from the summer team roster, and had JUCO's sign an agreement not to be recruited but the NCAA says there is no such procedure allowed.  D III and NAIA coaches are fine, no issues.     (The evil, in the eyes of the NCAA, is a perceived recruiting advantage for the summer coaches.)

Good question, but I don't know the answer. I guess the NCAA could suspend the offending coach. I think it's another example of NCAA overkill. Did such recruiting occur? Probably but was it such a big problem to ban D I and D II coaches from any team with JUCO's? Nope. All they had to do was prohibit a JUCO player from signing with a school where a coach was his summer coach. What's so hard about that?
