In order for sports to resume, there must not be directives at the national level that would prevent them from doing so.

Seems right in line with everything else. Wonder if they can screen athletes for underlying conditions they may not be aware of that would put them at a higher risk.
I would imagine the team will have a liability/hold harmless rider and make the player accept the risk or not play.
From article “Phase One of the NCAA's plan states that vulnerable individuals should remain sheltered in place”. I think that about covers it. Not sure a liability rider is necessary. But I am no lawyer, I’m a nurse.
More to the point, they have recommended that the Council NOT approve one-time transfers without sitting, but there may still be a vote in May:

When I started a travel team I consulted an attorney on waivers and liability. He said there isn’t a waiver that protects you from negligence. Negligence is in the eye of the beholder/jury.
