You could look into the TuffCuff program.  If you think it's snake oil then ask your local library to get it for you via inter library loan.  I have taken a look at the book and it has a lot of routines that my son has learned through some other programs that I thought were pretty good (NBL put on by the Hamlin University coaches is pretty good).  Any program you come up with should cover base strength training, SAQ (speed, agility, quickness), baseball/pitching specific explosive movements, dynamic warm up and pitching specific stretching and pitching specific exercises (i.e. rotator cuff exercises).  Since my son is a multi-sport athlete I work with his various coaches and trainers to come up with workable routines and schedules to meet his goals
