I think "official" is more of a designation rather than being a certification. I think one is designated "official" for a particular game by the home team and usually by the by the team's head coach ---- at least up to the high school level around here. I have been the "official" scorekeeper at many games and tournaments but no one asked me to do anything other than "keep the books".
To be a MLB Stringer you have to pass their scorekeeping test and you can also get paid to keep minor league score for Baseball Information Systems, for which you have to pass their test.
I've run across a couple of different sites that talked about something like a scorekeeping certification but they all seem to have died.

Andrew Wirkmaa (wirkmaa.com) is working on a comprehensive scorekeeper's manual but no idea when it'll come to fruition.
