if the pitcher change is a lefty for a righty, can the batter with a count on him go from right side to the left side.

Yes, he can, regardless of the count.

pilsner is correct. Not only could he change on a pitching change, he could do it with the same pitcher. The only restrictions are the batter can't change once the pitcher is set to pitch and he has to declare if the pitcher is ambidextrous.
