Since there is so much discussion on pitching and balks. I have seen games in 4 different states this year and very few are calling balks when a pitcher steps on the mounds and turns his shoulders toward first before coming set.

I have had several umpires tell me that the rule is not clear. I disagree. It clearly says that a pitcher once intentionally stepping on the rubber can not turn his shoulders to check a runner.

Tell me what you think and have seen.
