These are not necessarily who to watch lists, but they cover Texas baseball...Both are subscription. Beckers is "home grown good".

Texas Preps is part of scout.com. Covers mostly football & basketball...need to devote more space to baseball, imho.

Just to add to baseballmom's info:

Jason Becker's Inside Prep Baseball is probably the best source for Texas HS baseball info. The 2006 Preview Edition Magazinecovers not only Texas but several other states as well. There is a Prospect List by state (recommendations based on pro scouts, college recruiters and/or high school coaches). Texas is well represented with many seniors, juniors and sophomores identified. As with any list of this type, there is the typical debate on who really should be on the list (already discussed on a previous thread) but if you're looking for a fairly comprehensive 'who to watch' list, this would be a pretty good starting point.

The magazine also provides a preseason summary preview for Texas by class and also by region plus Jason has included the preseason state Top 25 team ranking. BTW, the top 5 5A schools are The Woodlands, Cy Falls, Kingwood, Mansfield and Houston Memorial. There are also summary previews on a majority of the teams with top returners identified and a short preview for each school.

The Web Site, www.insideprepbaseball.com, provides insider access articles like the top 20 prospects for DFW, Houston and, most recently, east Texas. Central and west Texas top 20s are in work. This type of information is only available on the web site and the subscription service costs ~$10.00/month.

The other source I'm familiar with is the Texas High School Baseball Magazine web site, www.thsbmag.com, although nothing is posted to date except the preseason top 25 team ranking. The Who to Watch list is supposedly being worked.
