What is the definition of a pop-up slide.  In particular, as it relates to legality of a slide on a force play?   What is he only pops up to a knee?  Does he have to keep one buttock on the ground all the way through the slide?

This. Because that is  (partially) how a slide is defined, failure to do so makes it no longer a legal slide.

Keep in mind that it is also not a violation unless the illegal slide causes contact with the fielder or alters the play. If the fielder is already off the base and the runner decides to pop up with no contact or alteration, it's nothing.

Also note that in college, the runner can legally pop-up into a fielder who is on the bag.  That slide would be illegal in HS.
