A reverse double play occurs when the first out of a double play is a force out and the second out is a tag resulting from the removal of the force (i.e. Ground ball to first, he steps on bag and throws to second, where SS tags out runner).
As for the reason? Probably some baseball God thought, "You know, if you make two outs, you shouldn't get an RBI". And so it was written.
